Google works very hard to make sure that actions on third-party sites do not harm your website. Some bad links can affect Google’s page or site. you can remove as many spammy or low-quality links from the web as possible.

LOL not that hard - negative SEO can be done and the more spammy links coming in - especially of repeated anchor text - can lower rank for that term

True. Spammy links harmful for your website. Bad links can effects on your web pages or website. So you need to check and delete low quality backlink on weekly basis.
