How about looking in at sites like rentacoder.com and other outsourcing sites where you can get cheap third-world labour?
Is that what you wanted to ask or am I missing something?
This forum has a "job offer" section. Several other forums in this field have such a section. You can always post in craigslist, you will get many replies for sure.
