i have a problem with my sound i keep getting a hissing noise when no music is playing and the volume is up but when i turn it down it goes away

A steady hiss with the volume up is almost always analog noise or interference in the audio chain, not a software issue. Good call by moving this out of C/C++; nothing you compile will change the physics here. is right to poke fun, but you can pin this down quickly.

Unplug the 3.5 mm plug from the PC. If the hiss stays, the speakers/amp are noisy. If it stops, the PC’s output is the source.
