Building on the replies from , , and , here are practical, legal options that weren’t mentioned in the thread.
If the goal is only to run an Access database someone else gave you, Microsoft provides a free Access Runtime for specific Access versions. Runtime lets you open and run an .mdb/.accdb application but does not include the design tools (you cannot edit forms/reports or open the database in the full Access IDE). Match the runtime to the Access version the database was built with.
If you need to create or edit databases, the choices are: buy a full Access/Office license (or use a current Microsoft 365 plan on a supported PC), or use a free alternative such as LibreOffice Base or Kexi. LibreOffice Base can handle most local-database tasks and can import/export CSV/Excel for data interchange. If you are still on Windows Vista, note that modern Office/MS365 no longer supports Vista, so either stick to older-compatible Office builds or use the free alternatives.
Quick checklist:
These steps expand the thread’s answers while giving usable, version-sensitive choices depending on whether the need is “run-only” or “edit/create.”

even with home premium you will get some of the office suite, However, Access, Publisher and other premium software will not be installed on the PC, you can buy it seperately, but you might be better off getting the full suite of Microsoft office.
Access is available with the Professional and Ultimate editions of Office. AFAIK, those are the only ones.
ms. access is not included with any windows software version!!! It is a separate program included with microsoft office pro/ ultimate software. You can buy the access program for $150, or the entire pro office 2007 for $ 400 (i think).
