If you are referring to how to control what traffic enter/leaves your network, the only way to guarantee the control is with a perimeter firewall that can handle URL filtering, or a perimeter firewall with a proxy server on the network that you force clients to use where you can apply the appropriate rules.

The only concern with trying to do this with Group Policy is that anyone with enough privileged on the computer can install a non-Windows browser where a GPO would not be able to control.

There are other methods, such as configuring a "fake" proxy setting on the browsers, but users that know a little about computer/IT networking concepts can just change the settings, or again, use another browser and remove proxy settings.
