If i have a hard drive with BitLocker encrypted drive and I completely wipe it by formatting it will it still be encrypted? I heard something about a TPM chip and if they don't match then the drive can't be used.

If you format it you won't have a encrypted drive since it wipes the entire drive. I've tried this multiple times on different USB's and it works like a charm.
