I'm working on some changes in our office broadband and am looking into bandwith shaping/throttling. Every now and then, when things get busy, our bandwidth is completely maxed and everything slows down. This only happens maybe once a week, but when it does, it's pretty annoying for everyone. I'd like to maintain an equal distribution of bandwidth during times like these, so large file downloads/uploads aren't eating bandwidth and slowing everything else. There are a good number of solution options to choose from, but they run the gamut on price and I'm assuming quality. Is there a product that any of you can recommend?

The ones I've heard the most about are packeteer and netequalizer.
