You need to have atleast good backlinks from high PR dofollow sites. That makes effect on link building. The listed things are also helpful for linkbuilding but most of these you must have a strategy plan fo making it possible that on what things you have to get more concentration.

I agree to Marcus013 that it drives traffic to your website, you can also get backlinks there but if you are looking for traffic its a great thing to workout

It depends on you when to start for PPC, because if you are having good traffic from posts only, then you don't need to pay for PPC.

I think of negative SEO is same as black hat SEO. making links, stuffing keywords into site that the veiwer can not see and many more things, but the negative point of that is you may be banned by Google for doing that.
