With the main grey bar where it says "all", "forums", "Tutorials" etc. Could the IRC chat link be placed up there? Seeing as it is not know of by a large proportion of our members! That might make people use it more often, and so that people could have instant replies to simple questions. It's an idea anyways.
If you have 4 RAM slots, and your motherboard is fairly new, it would support up to 4Gb i think. But you can't obviously use 4Gb of RAM unless you have the right OS that supports it.
Can you enter safe mode? Press F8 continually when you boot your machine. What was the last thing you did with your machine before you found the error? Have you installed any new hardware/software lately?
Well if you are picking up interference are the speakers next to/near any radios/mobile phones? The amplifiers in the speakers will amplify the signal of any nearby devices because that is what an amplifier is there to do. Moving the speakers as far away as possible from the source of the interference would be the best cause of action to take.
Have you added any new RAM, or opened up your case for any reason before you experienced these start-up problems? A cable miss placed near anything hot (such as transistors/triacs on your motherboard) could cause them to to become damaged. Also what is the last thing you did with your computer, such as installing some new software etc. before you experienced your problems?
Could be as simple as a bad cable or lead going between your hardware. Check just to make sure all the cables aren't broken. Have you installed any new hardware recently or opened up your PC for any reason before the symptoms appeared?
