Google AdWords is when you buy clicks (PPC, or pay-per-click).
Google AdSense is when you are a publisher with a content-based website, and you want to show ads on your website and earn money when visitors click on them.

It is "Pay Per Click", it is a similar to "PTC" which is "pay to click " for adds
