Good question — and thanks to for weighing in. Short version: some "traditional" link tactics still work, but only when they are genuinely editorial and not automated or mass-produced. Penguin was aimed at reducing rewards for manipulative link patterns (sitewide spam, paid/link-exchange networks, and heavy exact-match anchor text), so how you build links matters more than the label of the tactic.
