I would say use RSS feeds to syndicate new jobs being offered. Run a viral campaign where you can get websites targeted to your audience to syndicate these job offers.

For example, a blog targeted to web developers might have a sidebar feature that shows some latest web development jobs available ... linking directly to your site.
