Hi,
there are some tool have in Photoshop, you will edit with sharpen tool(R), Clone Stamp Tool (S) and If you have any qureis I will give a solution depends on Image

Give Filter --> Sharpen --> Unsharp mask a shot. The threshold should stay low (as in less then 5 usually but experiment). Increase the radius and the amount until desired. If the picture is too blury, there is nothing you can do. Setting too high of an amount or radius might give a halo so sometimes performing the same operation twice at lower settings works best.
