I am also experiencing some 'computer won't turn on' (fans run, but no post, in bare bones configuration). Having a volt meter, I decided to check to see if voltage was being suppled by power supply. With fans running and power led flashing, checked red & yellow leads of component power plug and read (on a cheap digital volt meter) 10.7v & 4.25v. As qc of the voltmeter, I read a new 9v batter (no load) as 9.46v & several new AA cells as 1.61v. So vom seems OK. But the voltage reading of the power supply seems low. But are they out of spec or not? Thanks.

10.7V is too low for a 12V rail, I would buy another PSU.
