For 's T22 that shows power LEDs but never gets to video or a boot screen, 's point about listening for POST signals and 's experience with a failed drive are both relevant. Those two leads help narrow the fault, but a quick, ordered check will separate a simple user-serviceable issue from a board-level failure.
Recommended quick checks and isolation steps:
If these steps do not produce POST or any diagnostics, the problem is likely motherboard/DC-jack/EC related and needs board-level repair or a replacement unit. Handle modules with ESD care and consider professional service if unsure.

Try a different hard drive. I recieved a T22 for christmas and a few months after my hard drive failed and made the machine do all sorts of weird things. But IBM was quick and had a new drive to me in a few days (machine was still under warrenty).
