I re-installed windows XP Professional. WhenI go to shut down, My system won't go completely off.
Any help out there?

Hold down the power button until it does shut off is my answer for now.

Hi. It shuts down with the 5 sec button hold rule. I can even reboot it to start up.
It's just that when I click on the red (turn off computer) it won't completely shut down.

it won't completely shut down.
So I guess its not a program that hang's and causing delays.you should try another PSU .lend one so long for testing
