Follow-up notes and focused troubleshooting for the report from (and the offers in the thread from ). The most productive checks separate causes into three areas: on-access security scanning that locks files, IE/extension/cache corruption, and per-user file-permission/profile problems. The checklist below is ordered from least to most invasive.

  • Start Internet Explorer with add-ons disabled: run iexplore.exe -extoff and retry the download to rule out toolbars/download helpers.
  • Clear Temporary Internet Files and cookies from Tools -> Internet Options -> General -> Delete Files. Then choose Save As to a different folder (for example the Desktop) instead of the default cache location.
  • Verify free disk space and NTFS permissions on the profile Temp folder and on the drive where the download is being saved. A locked or inaccessible Temp folder commonly leaves downloads incomplete.
  • Temporarily disable on-access scanning (antivirus/antimalware) only while off the network and for a short test. Many security suites scan each file as it is written and can hold the file handle long enough to make IE appear to stall.

If the simple checks fail, try these deeper steps:

  • Re-register the core IE URL moniker DLL: run regsvr32 urlmon.dll from an elevated prompt, then restart IE.
  • Reset Internet Explorer settings from Tools -> Internet Options -> Advanced -> Reset.
  • Create a fresh Windows user profile and test a download from that account to determine whether the problem is profile-specific.
  • Run sfc /scannow to repair corrupt system files if IE components are damaged.

Cautions: disabling security software or re-registering DLLs should be done briefly and with care; re-enable protections immediately after testing. If the issue persists, obtaining the installer on a different machine and transferring it (USB/email) is a practical workaround while the root cause is isolated.
