Hi friends
Today one of my friends messed up my PC
while I was away. Now when I switch it on it shows
Out Of Range. My friend suggested to log in Safe mode and
change the frequency. But I can't log in safe mode also. The same problem persists. My OS is XP.
Please help me with this.

What monitor are you using? If it's an LCD, try hooking up a CRT monitor to see if you can get in to see the settings.

try unpluggin the monitor for like 5 min and then try again

Can you still see the normal display with the message "Out of range" showing or is the message all you can see.

Get from a friend or someone other a liveCD. Then edit the boot.ini in c:\boot.ini . There add VGA mode.
Or boot to safemode with vga. I think it is the second choice.

I would recommend to have a look, if the monitor is not a bit fried. Basically if your friend hasn't overheated the monitor with hight resolution or frequency.
