Is this is an XP thing/quirk or am i going about this the complete wrong way...

We have an XP machine which is accepting/managing several OpenVPN connections coming into our office, i need this machine to act as a gateway to the remote OpenVPN connections. I've enabled ICS on one connection and added the relevant routes to the clients i need to.

However when i come to enable ICS on any other OpenVPN connection then it drops it off the other one...any ideas? Or do i have to do something different to achieve this?
