How does one change the user account permissions in Windows Server Enterprise 2008? Basically, I want full admin rights.

Add the account to the Administrator's group. You can do this within the server manager admin console.

But I can't access the server manager to begin with, it gives an error and says server manager must be run as administrator. I could initially access it but when I switched users I all of a sudden couldn't anymore.

You need to access the server as the Administrator account or a account with Administrator privileges then add the user account you want to have admin rights to the Administrator's group.

Then when you login with the users account you will be able to perform administrative tasks.
