It's specs are good enough for windows 7 and being a core 2 duo CPU it is capable of running 64 bit.
Putting windows 8 on it wouldn't be a great idea just yet as there are plenty of issues with it and a majority of the software you use in XP will not work on it.

For doing this, you need to get/buy windows 7/8 installation medium and instert disk.
then perform installation

If you go on the dell website and download all the vista 64bit or vista 32bit drivers depending on what windows7 install you do you will find that a majority of them will work.

I know this to be the case as I have done it many a time myself!
