i have downloaded a patch but it still happens

hi it seems to happen a different times
sometimes when you access a program
and sometimes just when you are looking at the screen
any ideas

An 0x000000fe stop error is an error in the USB driver. some digging on the MSDN website gave me for your actual error:
The USB client driver has submitted a URB that is still attached to another IRP that is pending in the bus driver.
Solutions it suggests is updating to the latest service pack, but I gather you've done that. Try unplugging all of your usb devices, uninstall/reinstall all thier drivers and software, and plug them back in.
