Help !!

I have IE7 downloaded but am no longer able to open any website in any browser application.
I have rolled back to IE6 but no avail. uninstalled IE7 after reinstall. no joy. installed Ffox. no luck there either.
Every time I try to open any browser application I get same error message:

res://ieframe.dll/dnserrordiagoff.htm

which comes up before the dreaded screen of:


Internet Explorer cannot display the webpage

Most likely causes:
You are not connected to the Internet.
The website is encountering problems.
There might be a typing error in the address.

What you can try:
Check your Internet connection. Try visiting another website to make sure you are connected.

Retype the address.

Go back to the previous page.

I have tried everything I can think of.
released and renewed all under ipconfig.
contacted ISP for DNS server address.
used public DNS servers.
checked LAN settings.
checked firewall settings.
uninstalled ISP software and reinstalled.

also, have disabled and re-enabled LAN connection in Control Panel Network connections.
still no luck.
Weirdly, cannot repair LAN connection as message:

Windows could not finish repairing the problem because the following action could not be completed:
Clearing NetBT.

and I have no idea what this means....

HELP ME OBI WAN YOU'RE MY ONLY HOPE.......


ps: I have AVG free AV, Adaware, Spybot S+D, Regcure and Spyware Terminator running and all show a clean PC upon scan.
