Here's the situation, there is a D-Link des-1016d (16port) switch which only has its power led blinking and no sign of connectivity, does that mean the lines are faulty or the switch is faulty? I've tested the lines and it shows connectivity but I need confermation.

Thank you for the help. I found out the d-link switch was faulty so I replaced it.
