Look around for a server version of Halo, that just runs a command prompt and is just large enough to run multiplayer. It is basicly a stripped down version of the game only designed to handle multiplayer.

If you tried everything and nothing worked then restart the router. Had the same problem earlier today and I unplugged my Netgear router for a few minutes, reconnected, and everything went back to normal.
