It depends on many things.

First of all, what will be the platform for the game?
Is it going to be web appication?
Is it going to be standalone that you execute from your computer?
Is it going to be cross-platform software?
What kind of graphics will it use?
Will it be multiplayer or single player?

Yoy can't just ask such a question without knowing what you want to do...
