Barebone Computer Info/help

Hi, I am not sure if this is the right place to post this (let me know where to post it if it's not) but I was wondering if this would be a good destop barebone+other parts and acessories to have in general for like non-editing things.

Is this a new or used computer? Where are buying it from? If it's brand new, I would say this is a pretty decent computer. Also, what brand is it (or is it no-name)?
