Page Rank (often denoted by PR) is Google’s ranking software that calculates the relevance of a webpage with its content. Page Rank is a quantity (between 0 and 10) defined by Google that provides a rough estimate of the overall importance of a web page.

The public PageRank is available from Google's toolbar and is a score from 0 to 10. It's best to call the is the Toolbar PageRank.

Google uses and keeps it's own private PageRank that is far more accurate and upto date. This is what is used as one of the 200+ factors in deciding search results.

To increase your page rank you need to get websites with good PageRanks to link to you. PageRank flows through links and this is often called link juice.

Not all links provide juice. There are ways for websites to block the flow, such as the rel="nofollow" attribute setting. Many websites such as facebook and twitter use this to stop their own website being spammed by people trying to get ranking.

In my own experiences, keeping updating your sites with niche relative contents regularly and increasing back links stably using your targeted keywords as anchor text would be the top 2 factors for having a higher PR.
