Does google tell the public when they do updates or do you just have to wait and hope your PR goes up? And if they do where can I find these dates?

Google does not announce it, sorry :) It's just a matter of opening your browser one day and noticing that you have more or less pages indexed. Generally, in SEO communities such as this one, each time there is a big update, someone will start a thread about it. I heard that there was actually a PR update yesterday but I have yet to notice anything.
