I agree with atomitservices: Bulk Directory submissions seem very risky after the Google Penguin update unless you can spin the anchor/Title thoroughly with alot of different keywords and using your Brand/Domain name variants as well to really mix it up.

Warning: Automated directory submitters that only let you submit a SINGLE TITLE to hundreds of sites seem to be downright TOXIC these days!

Conversely, Bing/Yahoo rankings still seem to benefit from dir submits. But that may not last as Bing gets smarter about link profiles.

However if you've already been trashed by Google, you may very well have nothing to lose by building links as you see fit. Just keep in mind that unlike Social Bookmarks which come and go - Directory listings tend to be far more permanent - and will likely affect your link graph for years to come.
