Okay, so why would you use a <no script> tag and why? Seems like if you're using it you're hiding something or am I do not understanding something?

It is there for browsers that don't understand JavaScript or have it turned of. Webmasters should put content in there to replace content created by JavaScript.

<noscript> is more or less deprecated nowadays as JavaScript can now rewrite pages on the fly and the principle of progressive enhancement no longer requires <noscript>.
