More than worrying about the CTR, we should be asking him other questions like, how many visitors does he have per day or per month, and other pertinent questions. I mean the conversion matters but if our Ad stinks then the site can have one million visitors and their will not be a conversion. So i think visitors should be more important than conversion. At least that is the way I see it.
