Hi Guys, I was thinking, could I put/host other sites white paper on my site in an effort to get more members?

I would download their paper and host it on my site. The reason I ask is because there are websites that give you white papers in exchange for your email address. What do you think?

You'll have to ask each site if you can do this as it is up to them to decide if they will allow you or not. Those whitepapers are copyrighted material so you can't take them and use them for your own purposes without the consent of the those sites.
