Looking for a politcal map showing countries. Colors can be added to the countries and information is shown when a region is selected. Do you know if there are any possible ways to do this? I avoid using Flash or Java.

As you just need a country map showing administrative borders (a political map), not street level details, then maybe Google Map API not necessary.
Beside Flash / Java, a better solution would be HTML5 maps, which can work on devices including PC and mobile. Check out the HTML5 mapping software at http://www.imapbuilder.com/html5-mapping/ which let you create HTML5 maps and set the color of each state / county, with mouse-over effects and popup info window., etc.
