How can I test my PS out of the pc if it is normally switched on via the main board??

Jump to PostAntec sell PSU testers. Pretty handy and will let you know if enough power is going through the cables and if it is constant.

Aaaand just why would you want to do so in the first place?
The PSU CAN be tested while in place, which brings me back to the original query.
