Does anyone know where I can find more information on testing out a motherboard?

I actually found a very nice motherboard at my local transfer station. I've put a few PCs together so I know a little bit about this. The board is completely bare, no CPU, no RAM, but it does have a bios. Can I just hook up the right power supply to it and test out the bios? The standard ports are all right on the board (monitor/mouse/keyboard) so I don't think it should be too hard. I'd certainly love to use it to make a new PC but I sure don't want to invest the money on a CPU and RAM chips before I'm sure the board is in good working order.

You have to have the basics; power,video,processer,memory. thats just to view the bios.
