Do you mean that when you type gpedit.msc into the Run box that it doesn't work? If so, are you sure you are using XP Professional? I don't think it works in the Home Edition. You also need to be logged in as the administrator to access it, to the best of my knowledge.

If you are using the home edition you can alter all of the settings you would normally find in gpedit by using tweak programs and by following tweaking guides. www.tweakxp.com is probably the best place to start. A lot of the tweaks involve editing the registry, so be careful! hehehe
