C:\Users\Dan>devcon install c:\windows\inf\netrasa.inf ms_ndiswanip
Device node created. Install is complete when drivers are updated...
Updating drivers for ms_ndiswanip from c:\windows\inf\netrasa.inf.
devcon failed.

Lost my vpn because ms_ndiswanip was removed. Downloaded devcon for 32bit and tried it from the cmd prompt. It runs but seems to be looking for something else that I cannot isolate. I checked another system with vpn running correctly (same Vista Bus32 SP1 as mine) to see what drivers were used by it. These are in my system32 directory.

What am I missing here?

I resolved this. Apparently the drivers needed for the device devcon created could not be added when the system is up. A reboot allowed Vista to add them as part of the driver load process.
