The combination of a brief video breakup at the logon screen, the touchpad side-scroll being inactive, and the IR/remote not responding strongly indicates missing or incorrect vendor drivers and their helper utilities on that HP machine. used an OEM disc that often gives a minimal Windows install; restoring full device functionality usually means reinstalling a few specific drivers in the right order rather than reinstalling every program at once.

  1. Identify the exact HP model (sticker under the laptop or BIOS/UEFI) so you download model-specific drivers.
  2. Install chipset drivers first (Intel/AMD/VIA). These let Windows see and use motherboard devices correctly.
  3. Install the video/graphics driver next (Intel/ATI/NVIDIA). That usually eliminates logon-screen glitches.
  4. Install the touchpad driver (Synaptics/Alps) and open its control panel to enable side-scrolling zones.
  5. Install IR/remote and HP media utilities (QuickPlay/remote drivers) so the remote is recognized.
  6. Reboot between major installs and re-check Device Manager for any unknown devices or yellow warnings; point the Update Driver wizard to the folder you downloaded drivers into.

Quick troubleshooting: boot into Safe Mode—if the breakup disappears, the problem is almost certainly a display driver/utility. If artifacts remain even in Safe Mode, test with an external monitor to separate driver from possible hardware issues (GPU/RAM). If many programs were installed quickly, uninstall any third-party mouse/remote utilities that might conflict, then reinstall the correct driver set. Prefer the HP support page or the original chipset/GPU/touchpad vendor pages for drivers and avoid generic driver packs. As noted, Device Manager helps spot what’s missing; as suggested, a repair install is a fallback if system files are damaged, but driver reinstall in the order above usually fixes these symptoms.

Off the top of my head, you're missing drivers.
Check the "Device Manager"

Hi,
As you have just reinstalled Windows, it would be a good idea to Do a repair/install, go here to see how:-

If you are still having problems after the repair, then try reinstalling your other programs 1 at a time (Delete a program in "Add and remove program) then reinstall.
