tools to help create screenshot tutorials?

Hello
Anyone can pls suggest some tools which can help with capture of screenshots and create quick help tutorials from them, like allow me to select which part of my webpage I want to capture from my browser, and from there allows addition of texts to the captured part and save as jpg or png format?

I know windows 7 proposes something similar, but did not find it in XP.
