Sometimes my Office 2007 Outlook clipboard captures a copy; sometimes it does not. I can't identify any pattern to it. What can I do to restore it to complete functionality?

I use my clipboard fairly regularly. In the last month, the 24-item clipboard pane has ceased capturing some of my "copies." I never know when it's going to start or stop capturing.
