I'm goin to gather the Windows one, and in which case I think it's disabled if anything not uninstalled. To get it back you should do this!

depending on your choice it is worth having a program that monitors all new installations as that can help both to uninstall all of it and then reinstall a fresh one; <the windows control panel uninstall etc is not high quality!
