I have a friend emachine t3508 that won't start. The power supply fan comes on and the light on the motherboard inside for the ethernet is lit but the hd or cpu, cpu fan or other fan's don't come on.

Disconnect all peripherals (HD, CD-ROM, etc ) and remove all expansion cards then try again. Double check the connections from the front panel to the mother board and make sure the power switch is connected to the right set of jumpers.
