Ghost Surf is pointless. It just adds proxies to your system, which affect connectivity. Its not that special. I recommend uninstalling, and requesting a refund for whatever you paid for it. There are free proxies online if your interested (a google search for it "free proxies" would show lists of …
I really like the functionality that google uses to show their newest news. You probably have a LSP in the system causing some issues. AOL makes it convienient to fix things up, from my experience the rebuild/uninstall AOL Adapter utility will resolve it *temporarily*. (Quoting from AOL Help, http://help.aol.com):
Rebuild/uninstall the AOL Adapter A damaged AOL Adapter may cause this issue. Windows …

Any firewall software installed? I would also venture to suspect maybe spyware is crippling your networking I would recommend running HJT and posting a log about it |MG| Free Download - HijackThis 1.99.1 I recommend posting it in the spyware section: Viruses, Spyware & other Nasties

A system restore shouldnt be the first solution to this, lets try a few things first. This seems like a HOSTS file infection - I would go to this site, and replace your current HOSTS file with this modified one. http://www.mvps.org/winhelp2002/hosts.htm ALSO - to FIX in HJT... O4 - HKLM\..\Run: …

This version (1.97.7) is out of date, use the latest one (1.99.1) for proper detection. http://www.download.com/HijackThis/3000-8022_4-10379544.html?tag=lst-0-1

I can recommend calling AOL Tech support (888-346-3704) to see if they can fix it. It sounds like something with the AOL Connectivity Service, and/or adapters since you mentioned you had a spyware infection. Try a scan with their spyware protection 2.0, it seems to work real well.

You have an AIM Virus - basically a lame worm that sends IMs to your buddies. The following site will have more info, with a fix utility. http://www.jayloden.com/aimfix.htm

I seem to have an issue where IE sometimes has issues launching/loading. I'll check taskmgr, and its loaded with about 10MB of memory, but obviously no visible window. If I end the tasks, and open again, it might work. I primarily use Firefox, however I want the freedom to use …

You might have a modified HOSTS file with some spyware company or whatever intercepting the traffic for it. The HOSTS file will override the default DNS server responses. Example: Hotmail.com resolved to 207.46.245.230 (non spyware, legit hotmail) Hotmail.com resolved to 66.123.123.1 (spyware company) [only an example to prove point] I …

It may mean that you have the wrong password or Hotmail is rate-limiting access to it. I'd recommend clearing cache and cookies, as maybe some cookies are interfering with the login attempts.

I can recommend CCleaner to clean up your system temp directories and stuff, clean cookies, and even scrub your registry. Truly a good program, freeware, and legit. CCleaner - www.ccleaner.com Next, with HijackThis - "FIX" the folllowing: O9 - Extra button: ATI TV - {44226DFF-747E-4edc-B30C-78752E50CD0C} - C:\Program Files\ATI Multimedia\tv\EXPLBAR.DLL O15 …

You need to delete the AOL Adapter, "rebuild" it. It depends on what version of AOL you have, but you need to right click the AOL icon on the lower right corner of the screen (in the systray), and select System Information. Then click utilities, then "Rebuild AOL Adapter". :) …
