Error 550 Permission denied: Windows Server 7 FTP Server ?

I created ftp server on win7 and was told a 550 Permission denied error when connecting via the internet but the LAN network ran fine. I go to star-> run: type ftp

You need to check the ports, with a 99% probability of a problem in one of them. There are special tools for checking host-tracker.com/InstantCheck/Create/?type=Port This problem is common, but not complicated.

I designed ftp to follow this video but failed, the cases you mentioned above I came across but failed. I do not understand what error it is,

I turned off the "Firewalls" and i opened port, I used another computer on the network LAN (local) to access (to check) running well but the network WAN had the above error, I watched and watched the two video clips above and the meaning. I have correctly set up the video on the tutorial but cannot work with network WAN (internet). I really need your experience to help me.
