there's nothing wrong on being happy for achieving your goal. so to TS cheers for you. my experience was my top competitor site decreased it's PR while my handled site's PR increased.
I think your title would be good enough if you put it to, "Good news! My sites PR has ranked"
Because I know Google PR is updating once in every three months.
Well congrats for this.. I do not think it updates PR after every 3 months... Its depends on google entirely when it refreshes the updates!
