You will have to set up an account on adwords then create a campaign with name you want, you can create 25 campaign maximum. Create ads group inside it you can create 2000 ads group inside one campaign and 50 ads inside one ads group. If you are new in ppc you should start with search network ads with cpc click with minimum bid of rs. 10.

You have to be more specific with your question. You can set up an AdWords campaign at http://adwords.google.com ... Google gives a lot of help for newbies to setup their first campaign. They even offer phone tech support to walk you through the process. We'd be more than happy to help if you have any specific questions ... there are just so many features involved it's hard to say where to begin.
