Well, Google Dsavow tool don't consider the poision links while ranking you up. It means If you have a site xyz.com and have 5 backlink in which 2 are spammy rest three are good one then when you use google disavow tool, while ranking you in the search engine it will only consider three good link, while it will skip the 2 bad link and it will not consider it as your link.
