I have multiple sites for one brand, as location wise. And I need to do on-page SEO, but there are the same products for forty different locations. How to create a meta title and meta descriptions for all the 40 websites same product service? I mean, is it possible to make different through the location's name?

Yes, if you want to add location in title and description, its good, otherwise if keyword is included than not require other specification, but must be write it in character limit.
