Focus on exchanging webpages with sites with PR5+, Remember any link on a site with PR5+ is worth 100 times more then none. Link exchange isnt as an important factor as quality backlink building as a majority of link exchange sites do not rank highly.

Although links are the important factor in how well your site ranks at search engines, it's widely believed that any value you gain from a link which is directly reciprocated is largely ignored.
